A city with the guardrails removed. There are missions if you want them, but the game is far more interested in what happens when you ignore them: every vehicle can be taken, every crash is resolved by a physics engine with a sense of humour, and the police response scales with how much attention you have attracted. Ragdoll physics do most of the comedy, since nothing that happens to a character is ever quite what you expected. The map is large enough to get lost in and dense enough that getting lost is entertaining, and the whole thing runs in a browser tab, which is the part that keeps surprising people.
